Cook County Benefits Access, a two-year pilot program funded by the Atlantic Philanthropies and administered by the National Council on Aging, was created to effect systems change to eliminate the barriers faced by older adults when trying to access benefit programs. The Cook County Benefits Access team, led by AgeOptions, the suburban Cook County Area Agency on Aging, convened community stakeholders to identify barriers and suggest solutions for their elimination. The greatest need identified was for a comprehensive toolkit which focused on the Application for Benefits Eligibility (ABE), the new Department of Human Services multi-program benefits application. The Cook County Benefits Access team concluded that a toolkit with training material, forms, best practices and other helpful information on the ABE system would be of value to advocates in navigating this new applications process.
